Anna Gunn is an expert in tax ethics and tax communication. She has a background in international and EU tax and combines technical tax knowledge with and a unique understanding of the practical dimensions of the tax ethics debate. In particular, Anna is interested in the role of civil society organisations (such as the Tax Justice Network) in shaping the future of the global tax system.
Anna started her tax career at PwC in Rotterdam, where she focused on the international and corporate taxation of Dutch listed companies and US and UK multinationals. She was a member of the EU Direct Tax Group and the State Aid Working Group. Anna left PwC in 2015 to become an independent tax specialist and academic. In 2019, Anna co-founded Gunn Tax Communication, a boutique offering independent consultancy on tax ethics and English language services for Dutch tax professionals.
Anna is a passionate advocate for affordable legal aid for tax matters. She is a member of the independent commission for the reparation of childcare allowances. She is also helped start the Tax Knowledge Building Foundation (TKB), a capacity building initiative for developing countries. Furthermore, she is one of the judges for the Tax Transparency Benchmark Prize 0f the VBDO.
Anna read Modern and Medieval Languages at Cambridge University (Jesus College) and then earned a master’s degree in tax law from the University of Leiden. She has lectured at several universities, including Maastricht University and the University of Curaçao. Anna has published numerous case commentaries, academic articles, book chapters, columns, opinion pieces, and runs a tax blog (Artikel104.nl). In 2020, she was awarded the Jaap van den Berge-literatuurprijs for her entire oeuvre. As of 2024, Anna is on the board of the Dutch tax publisher NLFiscaal.
